Can someone recommend a firewall for my needs?

I'm looking for something that will allow me to create a white list of domains that an IP address on my network can access. And need to be able to create separate white list for each IP address. And also possibly block/allow only certain ports for each individual IP address as well.

Second part of the question...I have an AP serving wireless to a lounge room. The AP obviously has its own IP address. If I I created the white list for the AP's IP address, would it work on any wireless devices connected to that AP? Or would I need a firewall with built in wireless capability?
 
Check out some of the free firewall versions of commercial products that you can run on an old pc or zotac box. Pfsense is one example.

2nd question
The firewall rules apply generally to the ip address assigned to a user device not the AP.
So assign static IPs based on the mac address of the user device.
