Sorry, I think I'm missing the point here. Is this a question? How does it relate to Merlin's firmware?

I'm using the built-in Tor on Asuswrt-Merlin. When I make these changes to the Tor config, is seems to fix. And it does not happen again? Just playing with it.

This has nothing to do with the firmware. Cloudflare and many other sites will block/throttle/challenge connections coming from some Tor exit node, as their IPs are often used to generate malicious traffic.
