I will look at this. Don`t want to screw a other modem. My wife already believe I do this specially to have always the newest and fasted
Well yeah this modem has also kind of Routing that's why the Public IP is not coming to the router even when the ports are open. I have actual 2 of them which works with the same style. Plug them in and they are detected as a normal Ethernet Device. The One I have is the Huawei E353 and the second is ZTE MF823 (but this I screwed yesterday probably)
OK, I just realized that this is a setup with a USB-SurfStick and not with a "real" modem that comes with an ethernet port
The fact that you don't see the problems inside a VPN connection indicates that this might as well have something to do with your 3G/4G service provider and the plan you purchased.
The 3G APN you're on will probably have a transparent proxy, which does not kick in when you're inside a VPN.
Maybe, also try to use the default DNS from your provider and not google's DNS and see if that improves things.
